Office of Export and Secure Research Compliance
The Office of Export and Secure Research Compliance (OESRC) supports Virginia Tech’s commitment to comply with U.S. laws and regulations applicable to export controls, sanctions, and research security pursuant to University Policy 13045.
The office works with university departments to ensure compliance with regulations promulgated by U.S. Government agencies, including but not limited to the Department of State, Department of Commerce, and the Department of the Treasury. If an assessment determines that an activity is subject to these regulations, OESRC will assist the university department in obtaining any necessary licenses or government approvals and setting up security measures and protocols to ensure compliance.
OESRC manages compliance programs at the university for export control and sanctions, research security, industrial security and associated training requirements. OESRC personnel review areas such as sponsored research, international visitors, international travel, international shipping, procurement, foreign influence and numerous other areas of international collaboration or controlled technology access. OESRC will also assist departments in establishing compliance protocols, such as a technology control plan, to prevent unauthorized disclosure of export controlled items and information, controlled unclassified information, and industrial security information. Additionally, OESRC provides technical support/instructions and manages a compliant file share server.
OESRC provides numerous training options for university personnel, including mandatory restricted research training for any personnel added to a technology control plan. Faculty, staff, or students may contact OESRC for an assessment of activities that may intersect with these regulations.
