The federal government officially entered a shutdown at 12:01 a.m. Oct. 1, 2025. Virginia Tech is closely monitoring developments in Washington, D.C. to evaluate the impacts.
The Senior Vice President for Research and Innovation and the Office of Sponsored Programs have developed this page to provide the most up-to-date information and guidance for research activity.

Proposal Deadlines
Assume deadlines stand unless an agency issues a formal extension; submissions may be technically possible where portals remain up, but agency support is limited.
New Awards/Mods
Agencies generally do not obligate new funds during a lapse; no new awards or Continuing Grant Increments at the National Science Foundation; analogous constraints across Health and Human Services/National Institutes of Health, Department of Defense, Environmental Protection Agency, State, Department of Homeland Security, National Aeronautics and Space Administration.
Work may continue on already obligated awards at your institution if no further federal action is needed; avoid incurring costs in anticipation of future funding.
Payments/Drawdowns
Typically allowed from existing obligated balances (e.g., via Payment Management Services/Treasury), but processing/support can be delayed.
Communications
Program/Grants Officers are usually furloughed; expect delays.
Systems
Portals (Research.gov, Grants.gov, eRA Commons, NSPIRES) may be reachable but actions requiring staff review/approval will not move forward.
Stop Work Orders
Be aware that some projects may receive formal stop work orders from sponsoring agencies. These can also be seen on awards where Virginia Tech is a subrecipient. If you receive any such notice, forward it immediately to ospawardchange@vt.edu and the Office of Sponsored Programs will create an award change request to process the stop work order.

Institute of Museum and Library Services
- The Institute of Museum and Library Services (IMLS) is closed due to a partial shutdown of the United States Government. As a result, IMLS is not engaged in grant-making or other agency activities. During this time, the institute will not be able to review or respond to any form of communication. No payments for discretionary grant programs will be made by IMLS until the agency is reopened. Further information can be found on the IMLS website.
While this is possible, principal investigators should continue to prepare and work with pre-award on proposals and proceed as if there will be no change in grant submission deadlines. The Office of Sponsored Programs will submit all proposals in systems that remain active during the shutdown. It is possible that some government systems may not be working during the shutdown. Investigators should continue to work on proposals and have them ready so that pre-award can process them according to the most up-to-date guidelines given by each specific agency once the shutdown is over.
Yes. Researchers should continue to work on their grants and contracts unless their agency or program officer advises them otherwise. Generally, awarded grants and cooperative agreements will continue but any modifications, increments of funding or other activities not already approved by the sponsor will most likely be impacted; federal contracts may receive stop work orders. These decisions are made by the agency on a case by case basis. Faculty should keep in close touch with their post-award administrator grants/contracts post-award administrator and check this page for the latest information.
