The National Science Foundation Proposal and Award Policies and Procedures guide
The National Science Foundation (NSF) released a revised version of the Proposal and Award Policies and Procedures guide, version 24-1, on Jan. 22, 2024, with changes effective May 20, 2024.
Proposals that in development that are due May 20 or after will need to follow this new guidance

Highlighted changes to the guide are referenced below:
Individuals who are a party to a Malign Foreign Talent Recruitment program are not eligible to serve as a senior/key person on National Science foundation proposals and awards. This requirement is part of National Science Foundation's implementation of the National Security Presidential Memorandum-33 (NSPM-33). The university must certify that all senior/key persons related to an award or proposal have been notified and are in compliance with not being a part of a Malign Foreign Talent Recruitment program.

Guidance has been updated regarding justification of including a foreign organization (subaward) or foreign individual (consultant) in a proposal.
A new Common Disclosure form has been implemented, removing the Synergistic Activities section and removing the page limitation. The Biographical Sketch must be created within SciENcv.
Synergistic Activities are now a separate document. Senior/key personnel are to include a one-page document with up to five examples that showcase the individual's professional and scholarly activities that focus on the creation, integration, and transfer of knowledge.
Mentoring plans have expanded to address the revision of the America COMPETES Act of 2022 to now include graduate students. The page limit for the plan remains at one page.
Certification that each graduate student or postdoc has a plan is completed by the principal investigator or co-principal investigator as part of the Research Performance Progress report.
