VT Research Contracting Services, LLC

VT Research Contracting Services, LLC is a nonprofit limited liability corporation that serves as a contracting entity for certain sponsored activities for Virginia Tech. 

VTRCS is utilized to facilitate contract negotiations and the execution of agreements with external, non-U.S. federal sponsors for which there are negotiation limitations due to certain terms and conditions. These activities include both funded and non-funded agreements, including but not limited to Non-Disclosure Agreements (NDA), Material Transfer Agreements (MTA), Data Use Agreements (DUA), etc.

VTRCS will perform no work or provide any effort for the agreements executed with the external sponsor. VTRCS has executed a master subaward agreement with Virginia Tech that will be utilized to allocate the entire scope of work and funding of a specific agreement to Virginia Tech. 

Associated Costs

A funded agreement executed by VTRCS with an external sponsor and a subaward is then executed between VTRCS and Virginia Tech, 10% of the F&A costs returned to Virginia Tech will be distributed to VTRCS to support its activities. This distribution is outlined in the Office of Sponsored Programs Procedure 30008 Facilities and Administrative Overhead Rate Distribution, Section 15.  

Prior to an agreement being executed between VTRCS and an external sponsor that includes F&A costs, the college associate dean for research or designee or an institute director or designee will have to sign an internal agreement confirming acceptance of the indirect distribution.

A funded agreement for which the external sponsor prohibited F&A costs is executed by VTRCS with an external sponsor and a subaward is then executed between VTRCS and Virginia Tech, there will be a minimum $500 fee charged to the principal investigator's department/unit.  This fee may increase depending on the complexity of the negotiation between VTRCS with the external sponsor.

Prior to an agreement being executed between VTRCS and an external sponsor that does not include F&A costs, the college associate dean for research or designee or an institute director or designee will have to sign an internal agreement confirming acceptance of the associated fee.

A non-funded agreement executed by VTRCS with an external sponsor and a subaward is executed between VTRCS and Virginia Tech, there will be a minimum $250 fee charged to the  principal investigator's department/unit. This fee may increase depending on the complexity of the negotiation between VTRCS with the external sponsor.
